What is KURSUOK?

KURSUOK is a national adult education platform that operates on a one-stop-shop principle, where individuals can choose the training they need and that align with state priorities, and receive funding of up to 500 Euros. The KURSUOK platform aims to encourage adults to develop their general and professional competencies, contribute to fostering a lifelong learning culture in society, and provide opportunities for individuals who want to learn to apply for state funding.

The KURSUOK platform brings together numerous reputable training service providers, from whom we invite those interested in acquiring new skills and improving general and profession-related competencies to choose from a variety of training programmes. From arts to digital technology training, all you need to do is select the courses you desire, check if you meet the eligibility criteria for funding, sign a contract, and start your journey towards acquiring the desired skills with KURSUOK. Everything is simple, clear, and in one place.

KURSUOK - a part of the Individual Learning Accounts (ILA) system

Until now, there hasn't been an efficiently functioning system in the country that would bring educational opportunities closer to every individual, and competency development has been encouraged through various target groups, projects, and measures. To address this issue, the Individual Learning Accounts (ILA) system is being developed on the initiative of the Ministry of Education, Science, and Sports of the Republic of Lithuania.

ILA system

This is a one-stop interinstitutional system in which proposals for learning under non-formal adult education and lifelong learning programmes are provided. It offers opportunities to apply for state support for non-formal adult education and lifelong learning programmes and provides vocational guidance services to individuals seeking to improve and/or acquire competencies. The ILA system combines the funding allocated by all institutions operating in the non-formal adult education and lifelong learning system and manages information about non-formal adult education and lifelong learning programmes and acquired competencies.

The KURSUOK platform also operates within the ILA system. When you connect to the information system, you will be identified through interfaces with state registers to ensure that you meet the eligibility criteria for funding. After that, it's all about acquiring new knowledge, improving skills, obtaining course completion certificates, and effectively applying the acquired knowledge in your professional field.

Important to know

Funding for learning programmes is allocated from the Economic Revival and Resilience Enhancement Measures (hereinafter referred to as EGADP) and the State Budget of the Republic of Lithuania. The European Social Fund Agency (ESFA) is responsible for the financing and administration of learning programmes. Financing is carried out in accordance with the order No. V-1515 of the Minister of Education, Science, and Sports of the Republic of Lithuania dated November 29, 2023, "On the Administration of the Individual Learning Accounts System and the Approval of the Procedure for Financing and Competition for Obtaining Funding for Participation in Non-Formal Adult Education and Lifelong Learning Programmes by Individuals Seeking to Improve Competencies and/or Acquire Them through this System." The amount of funding allocated for learning programmes for the following calendar years, no later than December 15th of the current year, is determined by the Minister of Education, Science, and Sports. Up to 12 million Euros is planned to be allocated until April 30, 2026.

Project "Lifelong Learning"

The KURSUOK platform was created as part of the project "Lifelong Learning" funded by the Economic Revitalization and Resilience Measures. The aim of this project is to promote lifelong learning for adults by creating a unified lifelong learning information system and providing learning opportunities.

The lifelong learning (LL) system includes a wide range of interventions in adult education, with the main focus on creating a single-window system based on Individual Learning Account (ILA). The developed ILA system will allow individuals who meet the state-defined investment priorities to receive state-funded training offers. Individuals who wish to pay for their own education will also be able to take advantage of various learning service providers' offers within the system.

Under the Recovery and Resilience Plan for Next Generation Lithuania, more than €18.4 million from the European Union's Recovery and Resilience Facility "NextGenerationEU" is planned to be allocated for the implementation of the project "Learning for Life".

Project partners

The project is implemented by the European Social Fund Agency (ESFA) in collaboration with the following partners:

  • Qualifications and Vocational Training Development Centre (KPMPC)
  • Lithuanian Higher Education Association for General Admission (LAMA BPO)
  • National Education Agency (NŠA)

The functions of the institutions participating in the ILA system and ensuring its operation are as follows:

  • ESFA ensures the operation of the ILA system, organizes settlements with training service providers, administers the ILA system website, provides vocational guidance services for adults, and performs technical changes related to the administration of the ILA system.
  • KPMPC monitors the quality of learning programs according to the quality assurance procedure for non-formal adult education and lifelong learning programs published in the Individual Learning Account (ILA) system, approved by the Order No. V-1218 of the Minister of Education, Science, and Sports of the Republic of Lithuania on September 18, 2023.
  • LAMA BPO ensures the operation of the ILA information system and provides data to designated institutions and learners.
  • NŠA updates education system records related to the administration of the ILA system, adapts them to the needs of the ILA system, and provides ongoing support for them.
